EU AI Act Article 4 AI Literacy
Article 4 of the EU AI Act requires providers and deployers of AI systems to take measures supporting a sufficient level of AI literacy among their staff and others operating AI systems on their behalf.
What the Article Requires
Article 4 obliges providers and deployers to take measures supporting the AI literacy of staff and other persons dealing with the operation and use of AI systems on their behalf. The measures have to account for technical knowledge, experience, education and training, the context the systems are used in, and the people the systems are used on.
The obligation does not require guaranteeing any specific level of literacy in any individual, which makes it an effort standard rather than an outcome standard.
When It Applied
Article 4 came into force on 2 February 2025 under Article 113(a), in the first tranche of the regulation alongside the prohibited practices provisions. It is among the earliest obligations in the Act rather than one of the deferred high-risk duties.
What the Digital Omnibus Changed
The second paragraph was amended to direct the Commission to publish practical compliance examples on the single information platform, and a third paragraph was added requiring the AI Board to adopt recommendations that take European competence frameworks into account and set common objectives. The obligation in the first paragraph was left intact.
Why It Applies Regardless of Risk Tier
The duty attaches to being a provider or deployer rather than to operating a system in any particular category, so an organization using only limited-risk tools still carries it. The duty that applies regardless of tier sets out the practical consequence.
